The Karelian Municipal Policing Initiative (KMPI) is a program designed to support municipal police and city government authorities in the Republic of Karelia as they develop municipal police departments. The program examines how local police departments can provide the highest quality of police service within the limits of their resources.
Russian police and city officials travel to the United States to examine methods and techniques that police and city administrators use to collaborate on public safety issues. Program components include: site visits and theoretical seminars on community policing and community partnerships, transparent budgets that support the mission of police departments, the problem of public distrust of police and the process of public hearings and citizen input in governance.
Program Objectives:
- Provide technical training to Karelian Ministry of Internal Affairs and Karelian city administrations for the development of effective municipal police departments
- Identify community organizations that can assist police and city administrations
- Establish effective channels of communication between police and city administrations
