  Program History

In 1994 Project Harmony led the first delegation of American police officers to Russia. This historic exchange led to closer ties between American and Russian law enforcement agencies at all levels, but especially between local and municipal agencies in New England and in Northwest Russia. The first exchange was unprecedented because it brought police officers from different countries and style of law enforcement together to participate in open dialogue and discussion. American police donated bicycles for a bicycle patrol, participated in joint patrolling and crime scene investigations, while living in host families with Russian police officers.

Since this first exchange, Project Harmony has institutionalized a Law Enforcement Exchange Program (LEEP) between the Russian Ministry of Internal Affairs, Ukrainian Ministry of Internal Affairs and American state and local police departments. The LEEP exchange received grant funding from the US Department of State, Bureau of International Narcotics and Law Enforcement (INL) in 1996 and 1997.
