  Program Overview

Over the last six years, Project Harmony has worked closely with American, Russian and Ukrainian law enforcement agencies to conduct several programs that promote the exchange of methods and perspectives on law enforcement. The Law Enforcement Exchange Programs conducted from 1994-2000 was included four components: police exchanges, professional development workshops, criminal justice university exchanges and a community policing initiative. In the fall of 2000, Project Harmony was awarded funding for the two-year Community Policing Training Initiative (CPTI). This program will continue special training in the areas of community policing, juvenile narcotics prevention, domestic violence and ethics in governance. All programs have and will continue to work to secure the rule of law, while encouraging police to engage community members in solving and preventing local crime problems.

Project Harmony law enforcement programs have helped NIS police agencies work with their American counterparts in programs that promote mutual learning. These programs emphasize US policing practices, in which police work with community partners such as lawmakers, social service agencies, NGOs and schools. All programs include professional training and development as well as cultural programs and homestays. Project Harmony law enforcement programs are proud to have strong and continued support from the United States Department of State / Bureau for International Narcotics and Law Enforcement Affairs.
