  Phase 4: Evaluation of In-School Curriculum Implementation
(April 16-30, 2003)



Location: Irkutsk, Ulan-Ude, and Krasnoyarsk
14-day program - 4 days in Irkutsk Region; 3 days in Ulan-Ude; 3 days in Krasnoyarsk; 4 days in transit
20 participants: 4 Americans; 4 from Irkutsk; 6 from Ulan-Ude; 6 from Krasnoyarsk

When the Siberians return to their home cities, they will continue implementing the initiatives developed during Phase 3, with the new experience and exposure gained from the previous phases. Much of their initial efforts will focus on sharing their ideas, plans and experience with other members of their communities, also dedicated to these issues. Between Phases 3 and 4, US and Siberian participants will continue communicating through the PH online forum.

Phase 4 will be designed to evaluate the success of DEPSY. US participants will be teamed up with the seven Irkutsk leaders, who traveled to the US during Phase 2. This US-Irkutsk team will travel throughout the Irkutsk Oblast, Krasnoyarsk, and Ulan-Ude to witness first-hand how alumni from Phases 1-3 have implemented the in-school drug-prevention curriculum. The quality and quantity of in-school programs conducted in Siberian schools will, in part, be a reflection on the effectiveness of Phases 1-3. In addition to observing classroom activities, the US-Irkutsk delegation will assess how educators and law-enforcement staff collaborate together and how they interact with students inside and outside of the classroom. The US-Irkutsk delegation will provide feedback and additional ideas to the local stakeholders about the programs, which have taken root in Krasnoyarsk and Ulan-Ude. The US-Irkutsk delegation will assist their colleagues by proposing their ideas to strengthen in-school programs and to address any necessary institutional changes required for these programs to develop.

Phase 4 will include the following activities and objectives:

To observe an in-school drug prevention lesson in two schools in each of the targeted Siberian cities

To organize a roundtable discussion in each of the Siberian cities with DEPSY alumni and other stakeholders involved with youth development issues

To discuss ways to continue expanding the network of participating schools and other potential stakeholders from each city into their outlying regions

To receive an update from the Irkutsk Oblast coalition on in-school drug-reduction strategies and programs

To share ideas about alternative teaching techniques to improve the curriculum's effectiveness

To inform local stakeholders about the PH online forum as a communication tool and to train them how to use it, so that they may continue communicating their youth development ideas with one another

To brainstorm with local stakeholders about how they could expand their efforts through a strategic action planning exercise

To complete an evaluation form that asks critical questions about the effectiveness of the program
