  Phase 3: Siberian Regional Conference on Youth Development
(February 21 - March 7, 2003)



Location: Irkutsk, Russia
9-day program - (14-day program for US participants)
35 participants: 3 Americans; 6 Interregional (Western Russia); 16 Regional (Siberia); 10 Local (Irkutsk)

Between Phases 2 and 3, Russian participants will communicate with their US colleagues through the Project Harmony online forum at Project Harmony's Internet Access and Training Program Center located in the Utkin Regional Youth Library in Irkutsk. During this time, participants will maintain an open dialogue about the challenges of implementing the juvenile drug education curriculum in Siberian schools and demand-reduction programs in Siberian communities.

Phase 3 will provide teachers, law-enforcement officers, NGO leaders, government administrators, and social service providers from Krasnoyarsk and Ulan-Ude with exposure to the in-school drug-prevention curriculum and to how this curriculum have been implemented in Irkutsk schools. The cities of Krasnoyarsk and Ulan-Ude were selected for their expressed interest in drug-reduction programs, and for PH's working history in these communities. Six JDEP alumni from Petrozavodsk will come to Phase 3 to work alongside the seven Irkutsk participants who traveled to the US for Phase 2. Together, they will lead discussions on how to best implement the juvenile drug-prevention curriculum in Irkutsk, Krasnoyarsk, and Ulan-Ude. In addition, individuals committed to youth development will come from Vermont to share their experience with their Russian colleagues and to learn about the Russians' strategies to combating juvenile crime and drug abuse. The Vermont delegation will be selected, following an open, merit-based competition, conducted by PH staff in Vermont 45 days prior to the program.

Phase 3 Activities and Objectives:

To discuss ways to expand the network of participating schools and other potential stakeholders throughout the participating cities

To learn from each delegation's presentation about distinct regions of Siberia and the US

To strengthen the professional and personal relationships that began between the US and Siberian participants during Phase 2

To learn about the Irkutsk coalition's work on in-school drug-reduction strategies and programs

To conduct 15-20 mock classroom sessions, based on the in-school curriculum, with the other participants as students

To learn from the Petrozavodsk trainers about additional teaching techniques to improve the curriculum's effectiveness

To form an expanded working coalition in Greater Siberia to continue the success of the in-school drug-reduction curriculum in regional schools

To observe six to eight classroom sessions, conducted by teams using the drug-prevention curriculum, include adventure-based activities

To create an open dialogue with all participants about the physical and psychological well being of Russia and America's youth

To assess the publication and distribution of the in-school curriculum

To create action plans, outlining the delegations' commitment to implementing an in-school drug-prevention program in their local schools

To receive training on use of the Project Harmony online forum from Phase 2 alumni, so that participants may have an additional medium through which to communicate their ideas

To begin planning for the fourth phase of the program
