32 participants: 2 Interregional (Western Russia), 20 Regional (Irkutsk Region), 10 Local (Irkutsk City)
Phase 1 will bring together representatives of Irktusk schools, police departments, NGO leaders, government administration, and social service providers for a four-day program. Two Petrozavodsk specialists, who were trained by US trainers during JDEP, will train the participants on how to implement the in-school drug prevention curriculum. Phase 1 will be based on the Regional Capacity Training that took place in December 2001 in Petrozavodsk, Russia
Phase 1 Activities and Objectives:
To develop ways to expand the network of participating schools and other potential stakeholders throughout the Irkutsk Oblast
To provide training on how to teach the drug-prevention curriculum from Russian life-skills teachers and juvenile inspectors, who were trained during the Juvenile Drug Enforcement and Prevention Initiative (JDEP)
To learn from the Petrozavodsk trainers about additional teaching techniques to improve the curriculum's effectiveness
To form a working coalition in Irkutsk Oblast that will commit to the implementation of the curriculum in regional schools
To observe two to three classroom sessions, conducted by teams using the drug-prevention curriculum, including adventure-based activities
To assess the effectiveness of the curriculum and to propose methods to tailor in-class activities to the needs of Siberian schools
To create an open dialogue with key members of the community about the physical and psychological well-being of Russia's youth
To determine the timeframe of the publication and distribution of additional copies of the in-school curriculum
To begin planning for the second phase of the program, which will take place in Winter 2002
