 THOMAS W. BELCHER Mr. Belcher is a 26 year veteran of the Rochester Police Department and currently serves as a Police Lieutenant for the Neighborhood Empowerment Team Office in the Downtown Section of Rochester. He oversees 2 crime prevention officers and works together with neighborhood groups to identify and address chronic quality of life issues in the section. Lt. Belcher is also the commander of RPD's SWAT Team. Tom and his wife Jody have two daughters, Abbey (21) and Allison (17), and live in Fairport, NY. In his free time, he enjoys all types of sports and physical fitness, including weight training, jogging, baseball, racquetball and bowling. After hosting a participant during Phase III of the exchange, Lt. Belcher is looking forward to traveling to Novgorod and sharing his knowledge of community policing with his Russian colleagues.
 MICHAEL MARCANO Prior to joining the Rochester Police Department in 1989, Mr. Marcano was a police officer in the City of New York. Since 1989 Officer Marcano has worked as a patrol officer, and as a Drug Abuse Resistance Education (D.A.R.E.) officer. He is currently assigned to the Special Operations Section where he coordinates RPD's Truancy Intervention Unit. He is responsible for establishing a working relationship with the Rochester City School District and for patrolling city streets in a marked vehicle to pick up truant students and bring them to the Truancy Reduction Assessment Center. At the center, the students speak to a counselor and receive referrals before being returned to school. Mike and his wife Dawn live in Victor, NY with their two sons, Steven (9) and Kevin (5). In his free time, Officer Marcano enjoys collecting police memorabilia, playing sports, camping, hiking and reading. Mike looks forward to meeting his host family and sharing information and ideas regarding police work with his Russian colleagues.
 MARJORIE K. LEFLER Since 1991, Mrs. Lefler has served as the District Coordinator for Human Services Systems for the Rochester City School District. In this position, she works with the local government and human service agencies to coordinate social service support for students in school-based wellness centers. She also oversees the planning process to implement drug prevention and violence prevention programs in the city's sixty school buildings. Marjorie holds a B.A. in Psychology from Ohio Northern University and a M.Ed. in Counseling from the University of Toledo. She and her husband Brent live in Pittsford, NY with their daughter Kerry (19) and son Adam (15). IN her free time she enjoys tracing family history, visiting antique stores and flea markets and attending her son's hockey games. Marjorie is excited to learn about Russia and exchange ideas about coordinating social services and education with her colleagues in Novgorod.
