The delegation, the second to visit Wisconsin as part of the two-year, four-phase Law Enforcement Exchange Program, arrived with a variety of goals, mainly focused on learning how Milwaukee County law-enforcement officers interact with government administration, school district, social-service providers and community groups to prevent and solve crimes, and to ensure public safety. The delegates were looking for specific programs and ideas they could adapt and implement in Ukraine.
While in Wisconsin, the group participated in a roundtable discussion with 10 local chiefs of police, observed and discussed police training strategies at the Milwaukee Safety Academy and Milwaukee Area Technical College, learned about domestic violence response from a coalition of service providers, observed how police interact with students through the DARE and School Liaison Officer programs, toured the Wisconsin Veteran's Museum and the Milwaukee County Criminal Justice Facility. They studied a variety of programs addressing the issues of community crime prevention, training and psychological support for law enforcement officers, and prevention and intervention of juvenile delinquency.

At the conclusion of the two-week program, the delegates identified several community-oriented policing programs they would like to pursue in Ukraine. Mykola Voloshuk would like to adapt the US model of municipal police departments for Ukraine, while Valeriy Petukhov plans to implement a Field Training Officer Program as he witnessed its effectiveness in US police departments. Both Oleg Chinilov and Yulia Gavrilenko would like to get law enforcement, the media, and community members involved in promoting public health and safety. Oleg was impressed by the "Safety Days" program, and Yulia would like to spearhead a campaign to promote healthy lifestyles through education. Project Harmony staff in Ukraine will continue to follow-up with and provide support for the delegates as they move forward with their plans and begin preparing for Phase IV of the exchange.

Cultural highlights of the program included attending a Milwaukee Admirals hockey game, getting a VIP tour of Miller Park (and watching the Brewers play), visiting the State Capitol in Madison, enjoying the view of the four sides of Chicago from the top of the John Hancock building, and tasting the spirits at the Miller Brewing Company.

Project Harmony was once again privileged to work with Phase II Alumni Chief Francis Springob of the Greenfield Police Department and Terry Witkowski of Blue Sky Consulting, who helped to develop a comprehensive professional program for the delegates. Chuck Fletcher of the Greenfield PD and Joel Dhein of the Glendale PD, who were also trainers during Phase II, provided valuable assistance to make the delegates' trip a rewarding one. A special thank-you goes out to the four returning host families that opened their homes to guests from halfway around the world for the second year in a row.
