FRANCIS C. SPRINGOB - Chief of Greenfield Police Department

Chief Springob has been with the Greenfield Police Department since January 1965. He began his career as a clerk/trainee with successive promotions to police officer in 1966 - police sergeant in 1973 - police lieutenant in 1979. Having served 6 years with the 32nd Military Police Company, Wisconsin Army National Guard, he has worked a variety of assignments which included police clerical, police patrol, shift supervision, shift command, and as commander of the Administrative Division just prior to his appointment as the fourth police chief for the City of Greenfield on February 16, 1994. Chief Springob belongs to and is active in various professional organizations and community groups. He is a member of the International Association of Chiefs of Police (IACP), the National Association of Chiefs of Police (NACOP), the Wisconsin Chiefs of Police (WCPA), the Milwaukee County Law Enforcement Executives Association (MCLEEA), Police Executive Group (PEG) and the Wisconsin Law Enforcement Officers Association (WLEOA). He is an ex-officio member of the Board of Trustees for the American Police Hall of Fame and Museum.

Chief Springob is Deputy Director of Emergency Government for the City of Greenfield and the former Milwaukee County Zone "D" police representative.

Chief Springob serves as Chair of the Milwaukee Area Technical College (MATC) Police Science Advisory Board. He is an elected Director of the Greenfield Chamber of Commerce. He served on the Parish Council of Our Lady ofLourdes Congregation - 1995 to 1998. He is a Benefactor Life Member of the National Rifle Association (NRA) nominated to the NRA 's Legion of Honor in 1996. He is a life member of the Law Enforcement Alliance of America '(LEAA)

JOEL D. DHEIN - Police officer / Crime prevention & Media Specialist; Glendale Police Department

For the last 14 years he has been a police officer with the Glendale Police Department in Glendale, Wisconsin. He coordinates the Glendale Police Department Crime Prevention Unit. This includes Residential Block Watch, Business Watch, D.A.R.E. Program, Officer Friendly Program, conducting Safety Seminars on several topics, Public Information Officer, Recruiting coordinator, Security Survey & CPTED Specialist &Media Relations.

Joel is also the television Safety Officer for WITI-TV FOX SIX in Milwaukee, Wisconsin. He has taught media relations and is willing to share his "insider's view" on how the media works. Joel will be presenting information on how to better promote your police department and its crime prevention efforts.

He has implemented several community policing programs, which include City Watch, Bayshore Safety Days (Community Policing Educational Event), the Bank Alert Program. Also instruct Community Policing at Fox Valley College & Media Relations across the United States.

CHUCK R. FLETCHER - Police Officer / Patrol Officer, Member of Specialized Weapons And Tactics Team (SWAT), Evidence Technician; Greenfield Police department.

He was enlisted in the United States Air Force for four years and was active in the Persian Gulf War. His main responsibility in the Air Force was that of a military police officer as well as an emergency service team responder.

As a Police Officer he works with the community on a daily basis. As a Patrol Officer he enforces City and State Laws, deals with traffic enforcement, resolves citizen complaints. As SWAT team member he responds to high risk, hazardous situations, executes search warrants. Being evidence technician he collects evidence and processes crime scenes.

DOROTHY K LINGREN - Director of Student Services, Greenfield School District

The director of Student Services for the Greenfield School District is responsible for directing seven departments within the school system for students ages 3 through 21; special education, guidance and counseling, psychological services, social work services, gifted and talented services, alcohol/tobacco/other drugs prevention, etc.

Her vision of all student services departments is that they connect directly with each other, with parents, and with the community as a whole, including the City of Greenfield Police Department, Health Department, and Recreation Department.

Her work specific to community policing includes prevention and intervention in drug/tobacco/alcohol, abuse, violence, and crimes within the school.

TERRY WITKOWSKI - President, Blue Sky Consulting, Safety Director

He retired from the City of Milwaukee Safety Commission after 31 years in January 2000.

He was the Safety Director and worked with the Milwaukee Police Department on doing traffic safety enforcement and education. Terry spent first 18 of those years doing child safety education, working with school crossing guards and the school safety patrol program. During that time he also worked for 22 years part-time for Wisconsin State Fair Park as a police officer. Terry has also taught part time for the University of Wisconsin.

He provides traffic services including media events, printed material, grant writing, community agency coordination and administration of traffic education and traffic enforcement projects.

He coordinates efforts between police departments, between police and community organizations and provide education for the public. He has also worked with the public to provide school crossing guard, school safety patrol and community education. He has been a member and often times a Board member or leader of community organizations.
