  Novgorod / Rochester: Phase II

US Delegation visits students at Novgorod School # 19, whose Principal, Vera Kulikova, traveled to Rochester for LEEP Phase I.

The second phase of the Novgorod/Rochester Law Enforcement Exchange Program took place from May 12-23 in Velikii Novgorod, Russia. The four professional trainers from the Rochester Police Department, Captain Lynde Johnston, Lieutenant Kim Rose, Officer Robert "Junior" Poles and Mr. Len Wildman, conducted training seminars for law enforcement officers, educators, social service providers and psychologists. The training seminars were augmented by site visits to law enforcement facilities, non-governmental organizations, city administration committee meetings, and schools.

US Trainer Biographies

Captain Lynde Johnston visited the Novgorod World War II Memorial with his hosts, Colonel Viktor and Nina Miroshnichenko.

Prior to the arrival of the US trainers in Novgorod, Project Harmony staff met with the nine professionals in Novgorod who participated in LEEP Phase I. The Russian delegates proposed a series of topics related to community policing that especially interested them after their visit to Rochester. The four US trainers then took those topics and developed training seminars and materials to bring to Novgorod. The main focus of the suggested training topics was interaction between the police, the community they serve, and other agencies within the city. Battling the problems of juvenile delinquency and drug use also topped the list.

Training Highlights Include:
Team Building Exercises: Encouraging professionals from different sectors to work together toward a solution to a common problem.
Drug Education Efforts: Teaching students to make good decisions through programs like D.A.R.E. and Lifeskills.
Working with the community: Various programs that encourage community members and organizations to participate in crime prevention efforts to build the health of the community as a whole.
Juvenile Restorative Justice: Working as a community to rehabilitate first-time juvenile offenders rather than simply punishing them.
