The fourth phase of the Velikiy Novgorod - Rochester Law Enforcement Exchange Program took place April 4-19, 2001, when three professionals from Rochester traveled to Russia to conduct a professional development workshop. Lieutenant Thomas Belcher and Officer Michael Marcano represented the Rochester Police Department, and Marjorie Lefler represented the Rochester City School District. During the two-week training trip, the delegation met with a variety of agencies in Novgorod to discuss topics such as community policing, drug testing in schools, specific drug prevention education strategies used in schools, drug prevention curriculum including DARE and research-based curriculum, truancy intervention, Neighborhood Empowerment Teams, and mobilizing the community to implement collaborations with police, schools and

Law enforcement, healthcare, education, social services and NGOs were all represented in the seminar audiences throughout the program. Conducting seminars on-site at various agencies allowed the trainers to involve citizens and children in their interactive presentations.

The friendships established as a result of the four phases of this program now reach beyond the trainers, alumni and partners to their immediate and extended families. The media attention brought to the issues of community policing and drug prevention because of the presence of the three US trainers, has raised public awareness in Velikiy Novgorod of the progress being made in these areas. Better public awareness leads to more support for new initiatives from the top down. Specific programs that are now being implemented will be studied more in depth during the next phase of this program, scheduled to take place in Rochester in August 2002.
