  Program Overview

The Law Enforcement Exchange Program consists of two-way training exchanges, followed by a series of two-way professional development workshops in community policing. The exchange will provide key police, city government, education and social service leaders in Novgorod, Russia and Simferopol, Ukraine exposure to American community-oriented policing and coalition-based problem solving.

Collaborative, long term partnerships are envisioned between communities in the United States, Novgorod and Simferopol with a focus on the best practices in community policing, crime prevention and law enforcement training.

LEEP Goals

To expose key leaders in target NIS communities to American law enforcement practices, training methodologies, and concepts of criminal justice and rule of law
To initiate collaborative partnerships between American and NIS law enforcement communities
To train NIS specialists in law enforcement and prevention techniques modeled on US community policing initiatives
To develop and adapt training curricula for use at NIS police academies and institutes of internal affairs
To demonstrate the nexus of democratic principles, rule of law and law enforcement in the community setting

LEEP Objectives and Program Components

To recruit, select and orient a delegation of 10 NIS professionals representing the variety of disciplines involved in public safety and community-based law enforcement who are committed to incorporating innovative community policing techniques into their work (Fall/Winter 2000)
To recruit, select and orient a delegation of 6 American professionals specializing in various aspects of community policing from a city or region committed to community policing (Winter 2000-2001)
To conduct a 14-day professional training trip to the US host community for the NIS delegation (Winter/Spring 2000-2001)
To conduct a 14-day professional training trip to the NIS host community for the US trainer team (Spring/Summer 2001)
To provide follow-on planning and support for the NIS host community to ensure that the exchange experience is shared with a critical mass of community members and law enforcement professionals in the NIS host community. This will be accomplished through Professional Development Workshops conducted both in the U.S. and the NIS. (Winter/Spring 2002)
