The first phase of the Novgorod Law Enforcement Exchange Program in Rochester, New York focused on community policing methods, crime prevention techniques and youth substance abuse intervention strategy. The Rochester Police Department officers and community representatives shared their experience in community policing and provided concrete examples and exposure to nationally acclaimed programs and trend setting ideas. Throughout the program, Project Harmony and the hosting agencies incorporated adult learning techniques and interactive, hands-on training scenarios to meet the participants' goals.
