  Phase II


From February 3-18, 2002, four US trainers from Michigan traveled to Lviv and Kyiv, Ukraine for the second phase of the Community Policing Center Program. Project Harmony relied on its extensive alumni and partner base in the Michigan law enforcement community to aid with the recruitment of the training delegation. The delegation was led by Chief Ralph Soffredine of the Traverse City Police Department, and included Sergeant Joseph McCarthy, also from the Traverse City PD, Officer James Campbell, a Community Relations Officer and Officer Marc Smith, a D.A.R.E. Instructor, both from the East Lansing Police Department.

Based on their observations during Phase I and on the recommendations of their agencies, the Ukrainian hosts in Lviv and Kyiv proposed training topics for the two-week Phase II training program. The Michigan trainers evaluated what information and programs could be presented most effectively with the resources that they have and responded with training outlines and materials for translation.

The program was a mix of roundtable discussions, presentations, seminars, site visits and cultural activities. The focus of the sessions included such topics as police-community collaboration; at-risk youth programs; police recruiting and training; ethics in law enforcement; neighborhood quality of life; domestic violence response; Citizens Police Academy; School Resource / Liaison Officer Program; police-media relations; traffic safety; D.A.R.E. and other in-school crime prevention strategies.

The program continued to build support for community policing strategies within the Lviv Oblast and City Police Departments, City administration and Ministry of Education. During the third phase of the program, which will take place in June 2002, a second delegation of Michigan trainers will visit Lviv to continue conversations and trainings on topics surrounding community-oriented policing.
