The goal of the Community Policing Center component of the program is to establish a permanent resource base for community policing and training materials for western Ukraine and promote curriculum development and cultural adaptation of community policing materials. The program is designed to build on the relationships Project Harmony has developed with law enforcement agencies in Lviv, Ukraine and with the Michigan State University College of Social Science.
Through the CPC Program Project Harmony is providing training through two-way exchange programs, as well as on-site analysis of public opinion, current training practices, coalition building and professional retraining of police in community-oriented policing.
Program Components
Needs Assessment and Program Preparation (Fall 2000)
Project Harmony staff conducted an in-depth needs assessment and interviews with key project leaders at partner law enforcement agencies and training facilities. Project Harmony staff also conducted interviews to select 10 qualified individuals to travel to the United States on the US-based Training Trip.
CPC Phase I Training Trip to East Lansing, Michigan (January 25 - February 9, 2001) Following Project Harmony's two-way training exchange model, the US-based CPC Training Trip brought 10 Ukrainian participants to the East Lansing, Michigan area for a 14-day training program. The hosting program was designed by Project Harmony and Michigan State University's School of Criminal Justice. The primary purpose of this training trip was to provide opportunities to witness and participate in community policing in all phases: conceptual training, implementation, problem solving, community outreach, selection of officers, evaluation and obstacles to change.
CPC Phase II Training Trip to Lviv, Ukraine (February 3-18, 2002) Upon their return to Ukraine, the Phase I delegation met with other civic leaders in Lviv and Kyiv, Ukraine to determine the topics of priority for the Phase II training trip. Four trainers were recruited from the Michigan law enforcement community and they traveled to Ukraine for a 14-day training program. The main goal of this phase was to expose key leaders in Lviv to US law-enforcement practices, training methodologies and concepts of criminal justice and rule of law in order to build support for the establishment of the community policing center.
CPC Phase III Training Trip to Lviv (May 27-June 10, 2002)
Five law enforcement trainers from Michigan traveled to Lviv where they met with law enforcement officers, administrators, community groups and educators to talk about the benefits of community-oriented policing. Topics of discussion included In-School Crime-Prevention Programs and Juvenile Affairs, Media Relations, Juvenile Affairs, Police Training and Education, Inter-Agency Collaboration, and others.
National Community Policing Conferences (February & June, 2002)
At the conclusion of Phases II and III, the US delegations took part in conferences at the national level in Ukraine's capital city of Kyiv. With a total attendance of over 135 law-enforcement officers representing a number of Kyiv district police departments and the Ministry of Internal Affairs of Ukraine, these conferences served to create greater awareness of the value and effectiveness of community policing as it applies to the entirety of Ukraine. Major-General Mykola Kurko, leader of the CPC Phase I delegation, chaired both events and spoke very favorably of community engagement, in part based on the positive experience he had had during the first phase of the Community Policing Center program in Michigan in February of 2001 (see CPC Phase I).
Community Policing Center (Ongoing)
The Project Harmony Community Policing Center is a virtual resource center that is accessed through the Community Policing Training Initiative (CPTI) website, first established in August of 2001. The CPTI website is a tri-lingual resource center that serves the law-enforcement communities of Ukraine, Russia, and the US, by providing adapted training materials for community policing development. http://cpti.projectharmony.ru.
