Funded by ECA/US State Dept., Project Harmony carried out seminars, skill-building workshops, and trainings for women in the Volgograd Region. Through such activities, the VWLP aimed to provide women of the Volgograd Region with leadership skills and resources needed to access government, to shape policy and to assume decision-making positions within political, as well as non-political, structures.
Activities included three seminars on topics of NGO management, women and mass media, and coalition building. In addition to these seminars, an American Trainer-In-Residence conducted a series of workshops on women's leadership. These series resulted in a group of trainers equipped with the skills and methods to independently train other people in the region. Supplemental activities included computer skills tutorials, a resource center for women, and a final program conference. A strong emphasis was made on inviting participants from the outlying regions to all program activities. Sixty women took part in the various activities, including over thirty women from rural regions.
