In 1997, First Lady Hillary Rodham Clinton conducted a fact-finding tour in the Newly Independent States. Her tour focused on issues that affect the status of women, including economic opportunities, education and health. Through her meetings and discussions, Mrs. Clinton recognized domestic violence as a major problem facing women in Russia and Ukraine. Back in Washington, Mrs. Clinton advocated for federal funding to support domestic violence education and training in the Newly Independent States. Her goal was to help build local resources to support victims of domestic violence.
As a result, the Bureau for International Narcotics and Law Enforcement (INL) of the United States Department of State set aside money for domestic violence training programs in the NIS. Project Harmony was in a perfect position to provide training to police departments based on its past law enforcement exchange programs. In addition, Project Harmony's track record in providing community based training programs for professionals in the health, business and non-governmental fields supported the overall coalition approach to training.
In 1998, Project Harmony received grant funding to conduct a two-year domestic violence training initiative in Russia and Ukraine. In 1999, Project Harmony received additional grant funding to expand the program, by developing new sites and adding new training initiatives in Russia, Ukraine and Georgia.
The Domestic Violence Community Partnership Program is conducted in cities where Project Harmony has a solid law enforcement training history, providing credibility to the program. The cities of Petrozavodsk, Irkutsk and Volgograd participate in Russia, while Odesa, Lviv and Uzhgorod participate in Ukraine. The program will expand to the Republic of Georgia in Winter of 2000-2001.
